For sovereign portfolios, the financial relevance is not the intrusion itself but the possibility that a cyber event raises operational uncertainty around monetary, fiscal, and settlement channels. That condition is more informative than a positive daily slope alone because it joins funding cost with corporate compensation without assuming that either series explains the other.
